IGO - ability to limit user security for deleting appointments or adding/editing unavailable appointments

Request that the current user security group permission "Appointments" be expanded to denote the:
1. Ability to delete appointment. In addition, they currently have reasons for deletion with codes that would like to continue to track.
2. Ability to limit unavailable appointment blocks, such that a therapist cannot edit/add/remove unavailable appointment blocks from their schedule

Therapists would still need to be able to interact with patient appointments in the sense of moving, updating status, and creating appointments, but would prefer the ability to limit other actions.
