Complete All Tasks from Accounts Screen (Like opening and completing in Tasks F2)

We have noticed that users are able to complete their own tasks from the Accounts screen, but are unable to complete other user's tasks from this area. However, these users are able to complete all tasks from the Task tab. All users have the Billing Task Role, which I know from previous conversations is required to edit/complete other users tasks. Ideally, we would want to be able to complete the task if not assigned to them on the account screen.
